S.B. 2573 Summary

• Establishes a regional nutrient cycling pilot program on the island of Maui to be administered by the Department of Agriculture, with a three-member advisory panel of agriculture and nutrient cycling experts appointed by the board of agriculture.

• Program shall prioritize projects benefiting disadvantaged communities, strive for replication statewide, and provide environmental and agronomic benefits including improved air and water quality, increased crop yields, lowered production costs, and soil erosion reduction.

• Appropriates general revenue funds for fiscal year 2018-2019 to cover program operations, equipment, regulatory compliance, land development and leasing, administration, personnel, and contaminant testing (specific dollar amount left blank in bill).

• Requires the Department of Agriculture to report to the legislature no later than twenty days before the 2020 regular session on the operational and economic efficacy of the pilot project.

• Takes effect on July 1, 2050.
