Appropriates funds to the University of Hawaii West Oahu for the community food systems program to expand education in sustainable agricultural food production for fiscal year 2018-2019.

Establishes scholarships for students enrolling in the community food systems program and creates a full-time garden manager position plus part-time student assistant positions for the student organic garden.

Directs the University of Hawaii West Oahu to conduct a feasibility study prior to creating a Hawaiian center for sustainable community food systems, a proposed 200-acre education and research facility.

Authorizes the program director to implement research projects, host conferences, conduct public education events, and employ additional staff and faculty to advance sustainable agriculture and food systems in Hawaii.

Takes effect on July 1, 2025.
