• Requires all classroom doors in Department of Education schools to be equipped with interior locks by January 1, 2019

• Authorizes the Department of Education to establish an emergency management plan for schools to prepare for and respond to emergencies or disasters

• Mandates annual emergency preparedness training for teachers, students, and staff including violence prevention, awareness, reporting, emergency response protocols, and basic safety training such as first aid and CPR

• Requires multiple emergency practice drills per year at each school, including drills during inopportune times such as recess or school assemblies

• Appropriates funds from general revenues for fiscal year 2018-2019 to install interior locks on all classroom doors in Department of Education schools
