Increases the King Kamehameha Celebration Commission membership from 13 to 15 members appointed by the governor from specified Hawaiian organizations and island representatives.

Adds two new member organizations: Mämakakaua and Daughters of Hawaii, and changes Waimanalo Homesteaders Association to Waimanalo Hawaiian Homes Association.

Establishes an executive director position appointed by the commission by majority vote to manage fiscal, administrative, and program matters, removable by two-thirds vote for cause.

Requires member organizations to maintain certificates of good standing and active membership lists, with members selected for expertise in Hawaiian culture, history, legal issues, business, accounting, marketing, or philanthropy.

Expands commission authority to manage and coordinate all commission-approved King Kamehameha commemoration events, including support for events beyond the June 11 celebration, and grants authority to control use of the King Kamehameha statue.
