Adds a new criterion for imposing extended terms of imprisonment on defendants convicted of negligent homicide in the first degree under section 707-702.5 who fail to remain at the scene and render reasonable assistance to an injured person.

Extended term of imprisonment may be imposed if it is proven beyond a reasonable doubt that such a term is necessary for public protection and the defendant meets the new criterion regarding hit-and-run conduct.

The new criterion specifically includes violations of section 291C-12, which pertains to duties of drivers involved in accidents.

Addresses concerns about vehicular homicide offenders under the influence of drugs or alcohol fleeing the scene, which causes additional distress to victims' families.

Effective date is July 1, 2018.
