Establishes graduate student assistants employed by the University of Hawaii as a new collective bargaining unit (unit 15) under Hawaii Revised Statutes Section 89-6.

Grants the governor three votes, the board of regents two votes, and the president of the University of Hawaii one vote for negotiating collective bargaining agreements with graduate student assistants.

Exempts graduate student assistants from the existing exclusion of part-time employees working less than 20 hours per week and students from collective bargaining coverage.

Includes graduate student assistants in the impasse resolution procedures under Section 89-11, allowing mediation and board assistance when bargaining reaches an impasse.

Takes effect July 1, 2050.
