Requires all new construction of publicly funded residential housing to incorporate housing visitability standards as defined in the ICC/ANSI A117.1 Standard, effective January 1, 2019.

Visitability standards must apply to all common areas, common elements, and dwelling units in single-story buildings and multi-story buildings with elevator access; and to all ground-floor areas and units in multi-story buildings without elevator access.

Defines "publicly funded residential housing" as residential housing developed or financed through Hawaii Housing Finance and Development Corporation (Chapter 201H) or Hawaii Public Housing Authority (Chapter 356D).

Applies visitability standards requirements to all new housing projects intended for residential use developed or financed under Chapters 201H and 356D beginning January 1, 2019.

Act takes effect January 1, 2050.
