HI SB2600

Establishes a subcontractor listing pilot program to be conducted by the University of Hawaii that exempts construction projects with estimated contract values under $3,000,000 from requirements to list joint contractors or subcontractors in competitive sealed bids.

Addresses concerns that mandatory subcontractor listing requirements create opportunities for bid protests based on technical errors, causing project delays, funding lapses, and increased costs.

Requires the University of Hawaii to submit a report to the legislature no later than twenty days prior to the 2020 regular session on the cost effectiveness and efficiencies of the pilot program.

Takes effect July 1, 2050 and is repealed June 30, 2020.
