Requires the State Procurement Policy Board to conduct annual compliance examinations of procurement contracts exceeding $50,000 across executive departments, divisions, and agencies to ensure compliance with Chapter 103D of Hawaii Revised Statutes.

Mandates selection of departments for review based on patterns of noncompliance or circumstances indicating intent to circumvent procurement laws, with required follow-up examinations of previously reviewed entities.

Authorizes the State Procurement Policy Board to conduct additional random or otherwise authorized compliance examinations of any department, division, or agency beyond those required under the initial selection criteria.

Requires the State Procurement Office to report all compliance examination findings to the legislature no later than twenty days before the convening of each regular session.

Takes effect on July 1, 2050.
