S.B. 2603 Summary

• Requires committee chairs to hold a public hearing or informational briefing within one year of receiving any study or audit conducted by state agencies, the auditor, judiciary, legislative reference bureau, or Office of Hawaiian Affairs that was funded by legislative appropriation or adopted by concurrent resolution.

• Committee chairs may request a one-year extension or waiver of the hearing requirement from the senate president or speaker of the house of representatives, with reasons for granting the extension or waiver to be posted publicly on the legislature's website.

• Exempts financial studies and audits and other regularly occurring studies and audits from the public hearing requirement.

• Requires reports to be submitted to the chair of the applicable subject matter committee in each chamber of the legislature in compliance with existing public records requirements.

• Takes effect upon approval.
