Amends Section 304A-3005 of Hawaii Revised Statutes to limit the Research Corporation of the University of Hawaii's exemption from Chapter 103D (procurement code) to research, training, and development contracts and projects that obtain federal or state grants.

Requires all federal and state grants, contracts, and projects of the Research Corporation to comply with applicable federal procurement laws and regulations regardless of fund source.

Legislature finds that the Research Corporation has been given broader flexibility than originally intended and seeks to ensure proper oversight of procurement practices.

Maintains existing exemptions for the Research Corporation regarding special fund reimbursements (Sections 36-27 and 36-30), construction contracts, civil service, and public employment requirements.

Takes effect upon approval.
