Adds a definition of "intern" to Hawaii's State Ethics Code (Section 84-3, HRS) with two categories: students performing unpaid services for the State through an educational institution's internship program, and private sector employees on unpaid leave of absence working for the State for a fixed period not exceeding a specified number of days.

Includes interns in the definition of "employee" under the State Ethics Code, making interns subject to the same ethics requirements as other state employees.

Applies the State Ethics Code to interns along with other state officers and employees, including members of boards, commissions, and committees, while continuing to exclude legislators, delegates to constitutional conventions, justices, and judges.

Effective date of January 1, 2050.
