Allows social clubs with federal tax-exempt status under Internal Revenue Code section 501(c)(7) to sell wine from their inventory to club members for off-premises consumption.

Waives hearings, fees, notarization requirements, floor plan submissions, and other governmental clearances for class 10 special license issuance.

Eliminates criminal history record checks for class 10 special license applicants.

Permits class 10 special licensees to auction off liquor in sealed or covered containers or services that provide liquor at fundraising events.

Allows the liquor commission to require proof of liquor liability insurance and current officer/director lists from nonprofit organizations applying for class 10 licenses.
