Authorizes county liquor commissions to issue new class 2 restaurant licenses before an establishment commences operation, provided the applicant certifies the business will derive at least 30 percent of gross revenue from food sales.

Clarifies that class 2 restaurant licenses are transferable, removing previous restrictions that prohibited transfers within one year of issuance or transfer.

Requires transferees of class 2 licenses to certify that they intend to and will derive no less than 30 percent of the establishment's gross revenue from food sales.

Maintains existing provisions allowing class 2 licensees to sell beer, malt beverages, and cider for off-premises consumption in securely sealed containers not exceeding one-half gallon capacity.
