Amends Hawaii Revised Statutes Section 444-1 to add a definition of "incidental and supplemental" work for contractors.

Defines "incidental and supplemental" work as subordinate work directly related to and necessary for completion of a craft or trade project.

Authorizes specialty contractors to perform work outside their licensed scope when authorized by another contractor licensed to perform that work and when the work is necessary for project completion.

Takes effect upon approval.
