Replace criminal misdemeanor penalties with civil fines for violations of Hawaii's aeronautics laws and rules relating to airport safety, Federal Aviation Administration hangar use practices, and licensing of commercial activities at public airports.

Impose a maximum fine of $500 for violations involving safety measures or FAA acceptable hangar use practices.

Impose a maximum fine of $500 for violations involving licensing and regulation of persons engaged in commercial activities at public airports.

Prevent holders of pilot licenses, security clearances, and professional licenses from losing those credentials due to criminal convictions for minor airport rule violations.

Effective July 1, 2018; does not affect rights, duties, or proceedings that matured or began before the effective date.
