Prohibits licensing authorities from using administrative rules to supersede requirements set forth in applicable licensing laws.

Prevents licensing authorities from adopting rules that would require unlicensed auxiliary personnel to perform duties, activities, or functions that would require licensure if performed by another professional.

Establishes that in any conflict between licensing laws and rules adopted by a licensing authority, the licensing laws shall prevail.

Exempts apprentices and trainees working toward licensure in apprenticeship or clinical programs from these restrictions.

Takes effect upon approval.
