Requires broadband internet service providers to publicly disclose accurate information about network management practices, performance, and commercial terms so consumers and content providers can make informed choices.

Prohibits broadband providers from blocking lawful content, applications, services, or devices, except for reasonable network management purposes.

Prohibits broadband providers from impairing or degrading lawful internet traffic based on content, application, service, or device type, except for reasonable network management.

Prohibits paid prioritization of internet traffic, except when a petitioner demonstrates the practice provides significant public interest benefit and does not harm the open nature of the internet.

Prohibits broadband providers from unreasonably interfering with or disadvantaging end users' ability to access lawful internet content or edge providers' ability to make services available to consumers.
