SB 2646 Summary

• Requires prescribers to consult Hawaii's electronic prescription accountability system before prescribing Schedule II, III, or IV controlled substances to reduce abuse, addiction, and harmful drug interactions

• Exempts emergency prescriptions of three days or less issued by emergency medical providers or in emergency rooms, and prescriptions issued when the system is nonfunctional

• Authorizes the system administrator to disclose requested patient prescription data to prescribers or their delegates, overriding conflicting state confidentiality laws

• Violations are not subject to criminal penalties under Part IV of Chapter 329 but may result in professional discipline by the appropriate licensing authority

• Takes effect July 1, 2018, and repeals June 30, 2023
