Codifies Hawaii's commitment to United Nations Sustainable Development Goals by adding two new sections to Chapter 226, Hawaii Revised Statutes addressing Goal 1 (No Poverty) and Goal 3 (Good Health and Well-Being).

Requires all state agencies to take action toward eradicating extreme poverty, reducing poverty by at least half, implementing social protection systems, ensuring equal economic rights, and building resilience against climate-related disasters by 2030.

Mandates state agencies to achieve health goals including maternal mortality below 10 per 100,000 live births, neonatal mortality below 4 per 1,000 live births, and reducing road traffic deaths and non-communicable disease mortality by half compared to 2018 levels.

Directs agencies to address disease prevention including HIV/AIDS, tuberculosis, hepatitis, and communicable diseases; strengthen mental health and substance abuse treatment; and achieve universal health coverage with financial risk protection.

Takes effect on July 1, 3000.
