Codifies United Nations Sustainable Development Goals (SDGs) 1 and 3 into Hawaii Revised Statutes Chapter 226 to align state policy with international sustainability commitments.

Establishes Goal 1 (No Poverty) directives for state agencies to eradicate extreme poverty, reduce poverty by half, implement social protection systems, ensure equal economic rights, and build resilience to climate-related shocks by 2030.

Establishes Goal 3 (Good Health and Well-Being) directives for state agencies to reduce maternal mortality to below 10 per 100,000 live births, reduce child mortality rates, end disease epidemics, reduce non-communicable disease deaths by one-third, and achieve universal health coverage by 2030.

Directives are discretionary, allowing agencies to take action "insofar as practicable" to achieve these sustainable development goals.
