Codifies United Nations Sustainable Development Goal 4 (quality education) into Hawaii Revised Statutes Chapter 344 by requiring all state agencies to take action toward ensuring inclusive, equitable quality education and lifelong learning opportunities by 2030.

Directs agencies to ensure all children complete equitable primary and secondary education, have access to early childhood development and preschool, and gain access to affordable technical, vocational, and tertiary education.

Requires development of youth skills in conservation and natural resource management through internships, fellowships, and training; mandates environmental and cultural literacy programs; and establishes expanded scholarship programs for higher education and technical fields.

Commits the state to eliminating gender disparities in education, increasing literacy rates, improving educational facilities, enhancing teacher supply, and ensuring equal access for vulnerable populations including persons with disabilities, Native Hawaiians, and at-risk children.

Takes effect July 1, 2050.
