Codifies Hawaii's commitment to United Nations Sustainable Development Goal 6 (Clean Water and Sanitation) by adding a new section to Chapter 344, Hawaii Revised Statutes.

Requires all state agencies, to the extent practicable, to work toward achieving universal access to safe drinking water, adequate sanitation and hygiene, and improved water quality by 2030.

Mandates state agencies to increase water-use efficiency, implement integrated water resources management, protect watersheds, and expand cooperation with counties on water and sanitation programs including water harvesting, desalination, and wastewater treatment.

Directs agencies to reduce water pollution, eliminate dumping, minimize hazardous chemical releases, and support local community participation in water and sanitation management.

Establishes an effective date of January 28, 2050 for the legislation.
