Codifies Hawaii's commitment to United Nations Sustainable Development Goal 10 (reducing inequalities) by adding a new section to Chapter 226, Hawaii Revised Statutes.

Requires all state agencies to take action toward achieving the goal of reducing inequalities by 2030 through five specific measures: progressively achieving income growth for the bottom 40% of the population at a rate higher than the national average; promoting social, economic, and political inclusion; ensuring equal opportunity and reducing discriminatory practices; adopting fiscal and social protection policies; and facilitating orderly migration and mobility.

Recognizes Hawaii's history as a leader in sustainability through existing initiatives including the Aloha+ Challenge (six goals by 2030), the Sustainable Hawaii Initiative (five goals), and the World Conservation Congress Hawaii Commitments of 2016.

Takes effect upon approval with no appropriation of funds required.
