Prohibits state-licensed professional counselors (physicians, psychologists, nurses, social workers, mental health counselors, and marriage/family therapists) from engaging in, attempting to engage in, or advertising sexual orientation change efforts on minors under age 18.

Subjects licensed professionals who violate the prohibition to disciplinary action by their respective professional licensing authorities.

Defines "sexual orientation change efforts" as practices attempting to change a person's sexual orientation, gender identity, gender expression, or reduce same-gender attractions, but excludes counseling supporting gender transition or providing acceptance and support without seeking to change sexual orientation or gender identity.

Establishes a sexual orientation counseling task force within the Department of Health to address concerns of minors seeking counseling on sexual orientation, gender identity, and related behaviors; task force must submit findings and recommendations to the legislature by 20 days prior to the 2019 regular legislative session.

Takes effect on July 1, 2018; the task force is scheduled to dissolve on June 30, 2019.
