Amends Hawaii Revised Statutes Section 444-8 to require the contractors license board to adopt rules defining "incidental and supplemental to the performance of work" for specialty contractors.

Allows specialty contractors to perform work in unlicensed crafts or trades only when such work is incidental and supplemental to their licensed specialty, limited to a specified percentage of total contract work.

Requires the board to establish rules pursuant to Chapter 91 that cap incidental work at a defined percentage of all work performed under a single contract (specific percentage to be determined by the board).

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Takes effect upon approval.
