S.B. 2717 - Cesspool Compliance Grant Program

• Establishes a cesspool compliance grant program administered by the Department of Hawaiian Home Lands to provide grants up to $10,000 per tract to assist lessees on Hawaiian home lands with costs of upgrading, converting, or connecting cesspools to septic systems, aerobic treatment units, or sewer systems.

• Creates a special fund in the state treasury for the cesspool compliance grant program to receive legislative appropriations for program administration and grant distribution.

• Prohibits taxpayers who receive grants under the new cesspool compliance grant program from claiming the existing cesspool upgrade, conversion, or connection income tax credit established in section 235-16.5, and vice versa.

• Appropriates unspecified amounts from general revenues for fiscal year 2018-2019 to deposit into the special fund and to implement the grant program by the Department of Hawaiian Home Lands.

• Applies the income tax credit provisions to taxable years beginning after December 31, 2017, while the appropriation provisions take effect on July 1, 2050.
