Renames the Pacific International Space Center for Exploration Systems (PISCES) to the Office of Aerospace and Aviation Industries and attaches it to the Department of Business, Economic Development, and Tourism for administrative purposes.

Establishes a Hawaii unmanned aerial systems test site advisory board with 7 members including the adjutant general, director of transportation, director of business/economic development/tourism, University of Hawaii president, and three appointed members from business and aerospace/aviation industries.

Creates a chief operating officer position for the Hawaii unmanned aerial systems test site to manage operations, facilitate public and private use, promote education and job creation, and submit annual reports to the legislature.

Prohibits any space vehicle launched from Hawaii from carrying weapons of destruction, nuclear waste materials, or using radioactive materials as a power source.

Removes PISCES executive director from the board of directors, adds the chancellor of University of Hawaii at Hilo, establishes a $1,000,000 special fund ceiling, repeals the office of aerospace development, and transfers all its functions to the new office effective July 1, 2050.
