Creates a revolving line of credit sub-fund under the Hawaii green infrastructure special fund for state agencies and departments to finance energy-efficiency measures at a 3.5% annual interest rate.

Allows state agencies and departments to apply for low-cost financing from the green infrastructure loan program to install energy-efficient lighting and other energy-efficiency measures, subject to public benefits fee administrator approval.

Requires applicant agencies to meet enhanced efficiency levels, work with the public benefits fee administrator throughout the project, and repay loans using general revenue savings from reduced utility costs beginning in fiscal year 2018-2019.

Appropriates an unspecified amount from the Hawaii green infrastructure special fund for fiscal year 2018-2019 to finance installation costs for energy-efficiency measures for state agencies and departments.

Effective date of July 1, 2050.
