Establishes a 45-day expedited approval process for affordable housing projects seeking district boundary amendments for land areas of 15 acres or less under county jurisdiction.

Adds a new requirement (subsection 5) to Section 201H-38, Hawaii Revised Statutes, allowing county land use decision-making authorities to approve, approve with modification, or disapprove boundary change petitions within 45 days, with deemed approval on day 46 if not disapproved.

Maintains existing 45-day approval timelines for the state Land Use Commission and county legislative bodies reviewing affordable housing projects under Chapter 201H.

Effective date: July 1, 2050.
