Authorizes the Chief Justice of the Supreme Court to establish district family courts in each judicial circuit, replacing language that only allowed such courts to be established.

Removes numbered designations (first judge, second judge, etc.) for circuit court judges in the first, second, third, and fifth circuits, styling all judges simply as "judges of the circuit court."

Increases the number of district judges in the Second Circuit from three to four judges.

Removes numbered designations for district court judges across all circuits, simplifying judicial titles to "district judge."

Takes effect July 1, 2050.
