Expands the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) exemption from mandatory benefit requirements in Hawaii's insurance code (Title 24).

Clarifies that the EUTF Board of Trustees has final authority to design benefit plans without compliance to minimum group and mandatory benefit requirements.

Exempts health insurance providers contracting with EUTF—including insurers, mutual benefit societies, and carriers—from mandatory benefit requirements under chapters 431, 432, 432D, and 432G.

Applies the expanded exemption to both general health benefits plans under Section 87A-16 and medical, hospital, and surgical benefits plans under Section 87A-19.

Takes effect upon approval and allows the EUTF to operate in a more cost-efficient manner for public employers and employees.
