Adds a new section to Chapter 437B, Hawaii Revised Statutes, authorizing the department to issue citations to motor vehicle repair dealers and mechanics for specific violations of motor vehicle repair laws and rules.

Establishes three violations subject to citation: failure to display registration or certification certificates, failure to conspicuously place board-approved signs at repair locations, and failure of mechanics to carry or have readily available their department-issued pocket card.

Sets fines at $250 per violation for motor vehicle repair dealers and $100 per violation for mechanics, with citations to be served by personal service and include instructions for contesting the citation.

Requires licensees to submit a written request for a hearing within 20 calendar days to contest the citation, with the board able to designate a hearings officer under Chapter 91; citations become final orders if not contested timely.

Allows the board to take further disciplinary action if a licensee fails to pay any assessed fine within 30 calendar days unless the citation is contested; effective July 1, 2018.
