Creates a new eviction process for the Hawaii Public Housing Authority covering state low-income housing projects and elder/elderly housing.

Establishes grounds for eviction including failure to pay rent, lease violations, rule violations, failure to maintain habitable conditions, third violations of section 356D-6.5, and other circumstances warranting termination.

Requires the authority to provide written notice of violations and hold a hearing before an eviction board (1-3 members including at least one tenant) following contested case procedures under chapter 91.

Allows curable violations to be remedied within ten business days of notice, with no writ of possession issued if grounds are cured; establishes noncurable grounds based on tenant history of chronic delinquency or repeated violations.

Provides judicial review in circuit court within 30 days of eviction board decision, with appeals available to appellate courts; effective July 1, 2035.
