Repeals the limitation on criminal history record checks for all household members of children whose families receive child care subsidies from the Department of Human Services, expanding background check requirements for licensure-exempt child care providers.

Clarifies that the child care licensing program shall share information and cooperate with child protective services and law enforcement when investigating reports of death or injury of a child in a child care setting.

Modifies the timeline for releasing investigation records to the public from ten working days following complaint filing to ten working days from the date the investigation report is completed.

Increases penalties for violations of child care licensing provisions to up to $1,000 per day of violation, and up to $3,000 per day for violations of specific sections, applying penalties on a daily basis rather than per violation.

Authorizes the Department of Human Services to enforce child care licensing provisions through both administrative and judicial proceedings.
