Requests $472,783 for position funding (partial funding using existing special funds), $1,764,475 for 815 refuse collection bins, $3,180,000 for 19 front loader trucks, $720,000 for 8 scout trucks, and $42,000 for welding equipment.

Addresses compliance with 1997 Hawaii Supreme Court ruling in Konno v. Hawaii County that prohibits contractors from performing work historically and customarily done by civil service employees.
