Reduces the Policy Advisory Board for Elder Affairs membership from 21-29 members to 15-21 members, maintaining the requirement that a majority be over 60 years old.

Changes ex officio members from voting to nonvoting status and allows them to delegate responsibilities to other agency staff members.

Revises the list of state agencies providing ex officio representatives to include Commerce and Consumer Affairs, and removes the Office of Consumer Protection.

Adds the Social Security Administration as an invited federal representative and changes the federal HHS representative from singular to plural.

Reduces the number of ex officio positions from nine to up to ten members while requiring the board to hold at least twelve meetings annually.
