S.B. 2799 Summary

• Amends Section 447-3, Hawaii Revised Statutes to allow licensed dental hygienists to operate under general supervision (rather than direct supervision) of a licensed dentist in public health settings, provided the dentist is available for consultation.

• Prohibits licensed dental hygienists from performing irreversible procedures or administering intra-oral block anesthesia under general supervision.

• Authorizes dental hygienists in public health settings to perform dental education, screenings, teeth cleanings, intra-oral or extra-oral photographs, x-rays, and fluoride applications on individuals not yet patients of record or without a treatment plan.

• Requires licensed dental hygienists to refer individuals not currently under dental care and seen in public health settings to a dental facility for further care.

• Expands the definition of "public health setting" to include private or public schools, community centers, and public housing, in addition to existing facilities.

• Effective date: July 1, 2018.
