Establishes the Labor Law Enforcement Special Fund to receive penalties collected under sections 388-9.7, 388-10, and 396-10, plus legislative appropriations and fund earnings.

Allows moneys in the special fund to be used for personnel and operating expenses, staff development and training, and litigation expenses including transcripts and translation services.

Directs that unencumbered fund balances exceeding $500,000 at fiscal year-end be deposited into the general fund by June 30 annually.

Redirects penalties from wage and hour violations (section 388-10) and occupational safety violations (section 396-10) from the general fund to the labor law enforcement special fund.

Appropriates $98,163 from general revenues to the special fund for fiscal year 2018-2019 and authorizes the Attorney General to establish two new positions (attorney and legal assistant II) to enforce labor law penalties.
