Permits advanced practice registered nurses to certify employee disability in addition to physicians, surgeons, dentists, chiropractors, osteopaths, and naturopathic medicine practitioners.

Increases the penalty for employers failing to submit timely wage and employment information from $10 to $250 per delinquent request.

Allows appeals of temporary disability insurance decisions to be filed at any Department of Labor and Industrial Relations office throughout the state, removing the county-based filing requirement.

Permits the department to send hearing notices by electronic service, first-class mail, or online posting on the department's webpage if the party cannot be located after reasonable inquiry.

Allows parties to appear at hearings in person, by telephone, or by other department-approved communication devices, and requires the referee to issue a decision based on available information if any party fails to appear.
