Amends Section 329-14 of Hawaii Revised Statutes to add 11 new synthetic cathinones (stimulants) to Schedule I controlled substances, including mephedrone, methylone, ethylone, butylone, pentedrone, pentylone, naphyrone, and other synthetic derivatives.

Expands the list of prohibited synthetic cannabinoids in Schedule I by adding 15 new compounds including APINACA, PB-22, AB-FUBINACA, ADB-PINACA, THJ-2201, NM2201, 5F-ADB, and CUMYL-4CN-BINACA, among others.

Amends Section 329-16 to add dronabinol (synthetic THC) in oral solution approved by the FDA to the list of hallucinogenic substances, while maintaining nabilone as a controlled substance.

Updates Hawaii's controlled substances law to align with amendments made to the federal Controlled Substances Act, as required under Section 329-11 of Hawaii Revised Statutes.

Becomes effective upon approval and applies to both "optical, positional, and geometric isomers" and salts of the newly listed substances.
