Establishes three new positions within the Department of Agriculture's Agricultural Resource Management Division: one irrigation district manager (SR21), multiple irrigation system worker II positions (BC07), and one office assistant III position (SR08).

Permits transfer of operational authority over the East Kauai irrigation system from the East Kauai Water Users' Cooperative to the Department of Agriculture upon completion of administrative rules or determination that the system can operate under existing state law.

Allows the Department of Agriculture to contract with the East Kauai Water Users' Cooperative to collect fees from system users, with all collected fees deposited into the state general fund.

Authorizes the Director of Finance to issue general obligation bonds for the Department of Agriculture's agricultural resource management division to fund planning, design, land acquisition, and equipment for increasing state irrigation system capacity statewide.

Appropriates general revenue funds for fiscal year 2018-2019 to cover operations, maintenance, and staff salaries for the East Kauai irrigation system, including partial funding for two existing management positions.
