Adds new section 286 to Hawaii Revised Statutes establishing registration for former military vehicles that are at least 25 years old, including Pinzgauers, Kaiser Jeep M715s, Humvees, and DUKWs.

Permits owners of former military vehicles to apply for registration with the county director of finance and use vehicles for transporting the owner's property or passengers in conjunction with the owner's business, provided the transportation is directly to and from the business location.

Prohibits former military vehicles from being used for hire for transportation of persons or property, and restricts them from carrying material weighing more than 500 pounds (excluding campers, trailers, or persons in the driver's compartment).

Classifies former military vehicles as "special interest vehicles" under Hawaii law and consolidates definitions of "collector" and "parts vehicle" into section 286-2 for consistency across statutes.

Takes effect July 1, 2050.
