Directs the Department of Public Safety to develop performance measures tracking rehabilitation and reentry efforts, including recidivism rates, prisoner assaults on staff, staff turnover, and departmental efficiencies.

Requires DPS to track 21 specific key performance indicators including GED completions, reentry plan filings, drug test failure rates, vocational training participation, pretrial detainee demographics, and average length of stay metrics.

Mandates annual reports to the legislature by December 1st beginning in 2018, covering all programs established under the Community Safety Act with details on program offerings, success rates, participant criteria, waiting lists, and program terminations.

Requires DPS to post all reports electronically on the department's website in a timely manner for public access.

Amends reporting requirements for criminal offender treatment programs under section 353G-13 to include the same detailed program information and performance tracking.
