Transfers all administrative authority, personnel, and facilities of the University of Hawaii Institute for Astronomy from the University of Hawaii at Manoa to the University of Hawaii at Hilo, effective July 1, 2020.

Renames the University of Hawaii Institute for Astronomy to the "Paul H.I. Coleman Astronomy Center."

Requires the director of the institute to consult with the chancellor of University of Hawaii at Hilo to develop a strategic plan to promote astronomy awareness and increase employment and educational opportunities for Hawaii island residents.

Protects transferred employees by preserving civil service status, salary, seniority, leave credits, and benefits in accordance with state personnel laws and collective bargaining agreements.

Transfers all appropriations, records, equipment, contracts, and related personal property from the Manoa facility to the Hilo campus.
