Authorizes the issuance of general obligation bonds in the amount of $13,000,000 for construction of the Hawaii early phase cancer clinical trials program at the University of Hawaii cancer center.

Appropriates $13,000,000 for fiscal year 2018-2019 to the University of Hawaii for buildout of the cancer center annex to house the early phase clinical trials program.

Establishes an early phase cancer clinical trials program to provide Hawaii cancer patients access to novel phase I and other early phase treatments without requiring travel to the mainland.

Allows appropriated funds to remain available beyond the initial fiscal biennium, with any unencumbered moneys lapsing on June 30, 2020.

Takes effect on July 1, 2018.
