Requires the Office of Enterprise Technology Services to collaborate with the Department of Education to establish a working group that evaluates the Department of Education's information technology infrastructure, operations, and services.

Working group must identify duplicative or overlapping services between the Department of Education and Office of Enterprise Technology Services, and recommend which IT functions should be conducted by each entity independently or collaboratively.

Working group shall identify operational efficiencies, cost savings, and enhancements to the educational mission that may result from the recommendations.

Working group membership includes the state chief information officer (chair), a Transform Hawaii Government representative, and ex officio nonvoting members from the University of Hawaii, Department of Education, superintendent, and chief academic officer.

Working group must submit findings and recommendations to the legislature no later than twenty days before the 2019 regular legislative session convenes.
