Amends Section 201M-5 of Hawaii Revised Statutes to clarify the Small Business Regulatory Review Board's authority to review proposed, amended, or adopted rules by state agencies.

Expands the board's scope to consider requests from small business owners regarding rules that have already been adopted by state agencies, not just proposed or amended rules.

Allows the board to make recommendations to county councils or mayors regarding county ordinances and rules, in addition to its existing authority over state agency rules.

Changes the language regarding county ordinances by adding "and rules" to ensure the board can address both ordinances and administrative rules at the county level.

Takes effect upon approval.
