Department of Health shall implement a telehealth pilot project to increase provider adoption of telehealth and evaluate clinical and administrative efficacy of various telehealth delivery models.

Pilot project must serve two distinct medically underserved areas designated by the U.S. Department of Health and Human Services, with one site in a rural county and one in an urban county, each including at least one federally qualified health center or rural health clinic.

Department of Health shall publish an evaluation report within six months of exhausting pilot project funds, including analysis of care quality, patient satisfaction, workforce development issues, and financial sustainability.

Procurement exemption from Hawaii Revised Statutes Chapters 103D and 103F applies for twelve months following the effective date, provided procurements are cost-effective and do not exceed the pilot project term.

Appropriates general revenue funds for fiscal year 2018-2019 to the Department of Health for implementation of the telehealth pilot project, with effective date of July 1, 2050.
