Amends Section 396-11.5(b) to require the Hawaii Labor Relations Board to provide written copies of orders and decisions to parties or their attorneys within a reasonable time after issuance.

Specifies three methods for delivery of decisions and orders: hand delivery, United States Postal Service with delivery confirmation, or electronic service through a board-designated company.

Modifies Section 91-12 to carve out an exception for occupational safety and health proceedings, allowing the Labor Relations Board to operate under different notification requirements than other state agencies.

Takes effect upon approval.
